Responsibilities

  • Responsible for the administration and coordination of the DOD or DOE industrial security programs and activities that are in compliance with government and company security policies and procedures. Administration of DOE Facility Clearance and support VAR processing for routine classified meetings and conferences on site.
  • Develops and administers security programs and procedures for classified, controlled unclassified, or proprietary materials, documents, and equipment in coordination with government agencies or the company’s guidelines. Provide prime/subcontractor security support and direction including the development and maintenance of DD254's and security guidance.
  • Administers oversite and compliance related procedures with specified national security related Closed, Restricted, and/or Open Storage Areas. Reviews and implements federal security regulations that apply to company operations.
  • Obtains rulings, approvals, interpretations, and acceptable deviations for compliance with regulations from government agencies.
  • Prepares manuals that outline regulations and establishes procedures for handling, storing, and keeping records.  Assists in granting designated personnel with a need-to-know requirement, access to restricted records and materials.
  • Prepares and conducts security education classes and security audits. Investigates security violations and prepares reports specifying preventive action to be taken.
  • Performs status checks on current investigations, determines upcoming reinvestigation dates, and relays that information back to each employee or company personnel that have a need-to-know.
  • Conducts security self-inspections, physical security surveys, and threat/vulnerability assessments. Ensures maintenance of specified security clearance databases and/or document control registries’ using the SIMS database.
  • Interfaces with government customers on security related issues. Ensures that classified information entrusted to the company is properly safeguarded as outlined in federal controlling instructions. Responsible for preparation, management and interfacing with the Defense Counterintelligence and Security Agency (DCSA) during audits, or otherwise as required.
  • Knowledge of COMSEC procedures that include, but are not limited to, the integration of approved secure communication devices, keying material, and/or the destruction of secure communication devices.

Qualifications

  • BS degree with 2-4 years of Security Administration experience, or a MS with 0-2 years of experience.
  • Must POSSESS and be able to maintain a TS clearance. DOE Q clearance will also be required.
  • A DCSA Facility Security Officer (FSO) Program Management for Processing Facilities training certification; or achieve within 6 months of employment. 
  • In-depth working knowledge of the 32 Code of Federal Regulation Part 117, “National Industrial Security Program Operating Manual” (NISPOM).
  • Thorough knowledge of using/applying US Government online programs such as Defense Information System for Security (DISS), and National Background Investigation Services (NBIS).
  • Excellent oral and written communications skills.
